The compliance with the best value for money for subcontracting – SME Instrument PHASE 2 proposals
In my position of H2020 SME Instrument Phase 2 -evaluator, I have noticed that many beneficiaries treat superficially the subcontracting part in their proposals.
The main issue with this is that , they do not refer to enough information related the past procedure that was followed to ensure “best value for money” or the future procedure for selecting the subcontractors.
The procedure might include - identification of 3 or more companies ; request for price offers ; selection the best offer in terms of costs , time requested and years of experience.( Catalin-Lucian LUNGU)
